In short, it no longer is based on an outdated methodology of determining whether the number of apprehensions of illegal aliens means a more secure border, but rather on what the agency needs to be doing better to deal with the new security environment.
Jay Kalath, Vice President, General Manager for National Security Operations and Chief Technology Officer, points out that there are big changes in the strategy. He said that “there will be more integrated data analysis related to border situational awareness” to effectively use intelligence and trend analysis in real time.
