On behalf of a U.S. Department of Defense (DoD) client, our multi-company team—comprised of staff from ARRAY, NTT Data, TSRI, and Datum—delivered a successful modernization of a COBOL-based system running on aged mainframes to a Java-based system running on x86 Red Hat Enterprise Linux (RHEL).
The system we modernized is an ACAT III Major Defense Acquisition Program and mission-critical system used by more than 18,000 users at over 260 global locations. It provides daily supply chain and equipment support for DoD missions and is the accountable data system for over $30 billion in inventory.
ARRAY’s team modernized and refactored the ~5M lines of code and migrated the Development and Test environments from our DISA DECC Data Center located in Montgomery, AL to the AWS GovCloud commercial cloud environment using native cloud services. This migration was one of the first major successful DoD migrations of Development and Test environments to commercial cloud services.
- 50% reduction in the code base while doubling the business capability.
- ILS-S COBOL to Java re-platform effort of 5M lines of code eliminated eight legacy mainframe servers.
- The DoD’s projected cost savings is $25 million per year, and they are now able to use popular Java programmers to maintain and enhance the critical component.
The work was so successful that it is featured in an AWS Blog Post and an AWS Webinar on mainframe migrations.
It was also recently highlighted as one of the five successful Federal Modernization projects, and the only successful DoD modernization project, in the GAO Report INFORMATION TECHNOLOGY: Agencies Need to Develop Modernization Plans for Critical Legacy Systems, GAO-19-471, published 11 June 2019.
